Applications of Dynamic Programming to Agriculture, Forestry and Fisheries: Review and Prognosis AgEcon

Farmers are faced with many decision problems in crop and livestock production which are multistage and stochastic. There have been many applications of dynamic programming (DP) to such decision problems, many primarily for illustrative purposes. It is argued that the advent of farmer access to computers will lead to on-farm use of DP. Applications of DP to forestry, fisheries and agricultural policy are also reviewed. The scope and limitations of DP are discussed, and the close relationship between DP and control theory is examined.

Evaluating the Benefits of Conserved Crop Germplasm in PNG AgEcon

The objectives of the paper are twofold: to review valuation methods for plant genetic resources and to develop methods to estimate the past and potential future benefits, both domestic and international, of existing germplasm collections in Papua New Guinea (PNG). The analysis concentrates on PNG’s more important plant subsistence food crops: banana, sweet potato, and taro together with aibika. The paper documents the movement of germplasm in the food crops both within PNG and to international collections. Curators of and breeders using PNG germplasm material are surveyed concerning the future usefulness of this material, and their responses are reported and evaluated. Benefits are valued in terms of the value of future breeding in these species.

OPTIMAL BUFFER STOCK POLICIES FOR WHEAT AT THE WORLD LEVEL AgEcon

Alternative wheat storage policies which maximise the expected present value of returns for consumers, producers, a monopoly storage agency and society as a whole are derived using a dynamic programming model. Results are compared with those from an earlier simulation model, and are found to justify higher investment in storage capacity compared with that suggested by the simulation model. The model is extended to derive optimal storage policies if production follows a stochastic cobweb process.

The determination of an optimal feeding and selling strategy for broiler production given a space constraint is formulated as a dynamic programming problem. Production equations derived from trial data are used to obtain an optimal sequence of rations in which energy density changes through time. The stability of the plan is explored and the implications of the results for production research and commercial practice are considered.

The consequences of carryover for the optimal application of fertilizer are considered using dynamic programming. The conclusions are relevant for the further problem of deciding how many grain crops to harvest from grain sorghum plants grown in a tropical environment. Dynamic programming is also used for solving this problem for the Ord River Valley, and takes account of the interrelations between season and crop cycle number. Data were obtained from investigations conducted in the area.

Optimal management of a flammable forest providing timber and carbon sequestration benefits: an Australian case study AgEcon

In deciding to keep or fell a forest stand given its age, the risk of loss of timber through wildfire is an important consideration. If trees also have value from sequestration of carbon, another effect of fire is the unplanned loss of stored carbon. Factors affecting the decision to keep or fell trees, and how much to spend on fire protection, are investigated using stochastic dynamic programming, using carbon sequestration in stands of mountain ash in Victoria as a case study. The effect of treating sawlogs as a permanent carbon sink after harvesting is explored.

Optimal Retaliation in International Commodity Markets AgEcon

Retaliation and other strategic trade policies can be readily observed in world commodity markets. Strategic behaviour can be analysed with game-theoretic models. Game theory is used to assess the effects of retaliation, given that traders assume that rivals will respond to any policy change. Estimates of expected responses are obtained for each trading bloc, and are included in regional welfare functions. These are used to derive a market-cleaning global equilibrium in which domestic prices, trade flow and welfare distribution in each region are determined. Rent-Maximization versus Competition in the Western and Central Pacific Tuna Fishery AgEcon

Where a fish stock straddles or migrates between country A's exclusive economic zone (EEZ) and country B's EEZ, or the high seas, vesting ownership rights in the stock with A does not ensure efficient harvesting of the stock. This problem arises in the case of migratory tuna stocks in the Western and Central Pacific Ocean (WCPO). Four species of tuna reside for only part of the year in the EEZs of coastal states, many of which are Pacific Island Countries (PICs). Most of the harvesting of the stocks is carried out by distant water fishing nations such as the USA, Japan, Taiwan, China and Korea. Rules For Optimal Fertilizer Carryover: An Alternative Explanation AgEcon

A method of deriving rules for optimal fertilizer application when there is carryover is presented. The carryover situations considered are: carryover a deterministic function of fertilizer available in the previous period; carryover a deterministic function of fertilizer applied in more than one previous period; and carryover a stochastic function of fertilizer available in the previous period. The method of derivation is more direct than an inductive one previously presented. The rules are given an economic interpretation, and the gains from using them in practice are considered.

THE IMPACT OF QUOTAS ON THE SOUTHERN BLUEFIN TUNA FISHERY AgEcon

Recent increases in the harvests of southern bluefin tuna, particularly by Australian fishermen, have led to the recognition that the fishery is overexploited. A model is developed to examine the effects that quotas on Australian and Japanese harvesting would have on economic welfare and on stock levels. Recursive quadratic programming is used to simulate harvesting decisions through time, with and without the imposition of quotas.

USING REGRESSION ANALYSIS TO REDUCE AGGREGATION BIAS IN LINEAR PROGRAMMING SUPPLY MODELS AgEcon

Because methods of eliminating aggregation bias are impracticable, an alternative method is suggested for reducing aggregation bias which uses regression estimates of farm resonrce availabilities as functions of farm size. The estimates are incorporated in a parametric run of the LP problem in which size is parameterized. The method is applied to a case study problem, and the results compared with other methods of demarcating representative farms.
